Twinning Programme is a kind of cooperation in water-supply field, carried out by Banten Province, in thi case via DPD Perpamsi Provinsi Banten with WaterNet Netherlands since 2003 up to now.This cooperation is in the form of technical-assistance from WaterNet and RIWA – Netherlands to PDAMs in banten Province for the fields:
 
   
 
1. Process (Water Treatment Plan)
2. GIS (Geographic Information System)
3. Resources (Raw- Water Monitoring & Evaluation)
4. Planning (MasterPlan)
5. UFW & Asset Management
   
 
 
Firstly this cooperation was held between PDAM Tirta Kerta Raharja Kabupaten Tangerang with Amsterdam Water Supply Belanda (AWS) from period 2000 - 2003.Field in coope4ration is GIS (Geographic Information System). After 2003, cooperation is intended to be applied in other PDAMs of Banten Province with the medium-facilitator is DPD Perpamsi Provinsi Banten.
   
Goals of Twinning Programme :
1. Application of water-supply technologies
2. Water-resources management
3. Efforts in facing Millenium Development Goals (MDGs)
4. Facility Improvement on health and environment
5. Service increase on Water-supply service (60%-80% in year 2015)
6. Cooperation-medium in the field of water-supply among PDAMs and other institutions.
7. Transfer of knowledges and experiences among PDAMs
   
Main work-programs :

1.4. Cooperation between government and stakeholders

2. Improvement on Technical Problems in PDAMs
  2.1. Decreasing water-leakage level
2.2. Setting GIS System in each PDAM
2.3. Asset Management
   
3. Capacity increasing on production and distribution
  3.1. Plan for capacity increasing on production and distribution by makin a mastrer plan of water-supply service in Banten Province up to 2015 (MDGs).
3.2. Holding benchmarking-training among PDAMs in Banten.
Training Mechanism  
Training-mechanism (support) by WaterNet and RIWA is transferred to each PDAM via the teams already formed related to its field. Team-personnels consist of representatives of each PDAM. The teams are then to implement the training-outcomes in their each PDAM.
   
   
 
  Supporting-method is not only acted directly by WaterNet and RIWA to Banten Province, but also gives a cnance to PDAM personnels appointed in the twinning-teams to experience trainings to Netherlands.
